The chain is: state HRD/university verification → MEA authentication → BLS/UAE Embassy attestation (3-5 days). BLS has centers in Delhi, Mumbai, Hyderabad, Kochi, Chennai, Kolkata, and other cities. Pakistan: IBCC & MOFA Pakistan

Pakistani educational documents require IBCC equivalence before MOFA Pakistan authentication and UAE Embassy attestation in Islamabad (2-4 days). Personal documents skip IBCC and go through notarization → MOFA Pakistan → embassy. The Pakistan Consulate in Dubai handles some consular verifications.

Philippine documents use the DFA (Department of Foreign Affairs) Red Ribbon authentication system.
